This depends upon the sim. For instance, a sim with the Family aspiration will (instead of aspiring to woohoo) will want more kids. This is because the sim is (usually) already married, and what's the point of woohoo (to a family sim) if they don't get pregnant? :) But if that sim has the Romance aspiration, they don't really want to have kids--they aren't really the kind of kid-loving sims. They will just want to woohoo--again, and again, and again... A Popularity sim will probably have both baby and woohoo based wants, and Fortune sims don't spin 'em up that often.
